SalBen Mayor Proposes a Debate on One-Island Region

Salvador Benedicto (SalBen) lawyer-Mayor Jose "Jomax" S. Ortiz said that he will vote for the One-Island Region proposition of Negros Occidental Gov. Alfredo Marañon, Jr. but with some reservation.

"I reserve my vote. If you want a debate, mas maayo gid," he said in the vernacular. "I will vote for it, but we have to hear arguments on the pros and cons of the very controversial issue," Ortiz said.

Hesaid it was easier said than done and that an Executive Order, act of Congress, is needed, including a referendum on the matter.

"The big plus factor in the One-Island proposal," Ortiz emphasized, "is that processing of vital papers for everyone, now still done in Cebu or Iloilo regional offices, will be sped up as this will be carried out in Negros Occidental at the least effort, time and expense."

"One thing though that poses concern is whether all Negros Oriental officials really welcome the proposition especially that Negros Occidental has a bigger voting population," Ortiz added.

Salvador Benedicto Mayor Jose "Jomax" Ortiz strongly stated in a recent interview in Bacolod that "if my house is demolished first from NNNP’s Multiple Use Zone, I will resign as Mayor."

At the same time, he assured his constituency in the vernacular - "Indi kamo mapahalin! I will help you in having these

areas at the Multiple Use Zone to be titled. I am only a simple man doing something that I believe I can do."

The anti-illegal drugs drive is a welcome Negros Occidental provincial government move and government officials should be the first in line to be random-checked, says Salvador Benedicto (SalBen) Mayor Jose "Jomax " Ortiz in an interview.

"Get out of Salvador Benedicto," was Ortiz stern warning to drug pushers, saying that he still has to see one such case.

Ortiz is encouraging any family whose child is an illegal drug victim to come out into the open for the necessary cure and not to be ashamed.

‘Calatrava Coal Can Fuel a Power Plant’ Deposit Good for 30 yrs.

SAN CARLOS CITY - The head of a coal multi-purpose cooperative said coal deposits in Calatrava town in northern Negros Occidental can run a coal-fired power plant to produce electricity.

Some 124 families became homeless after a fire broke out at 11:45 yesterday morning and razed several houses in Purok Katilingban in Brgy. 39, Bacolod City.

The fire quickly spread because ma-jority of the houses were made of light materials and there were difficulties on the part of Bureau of Fire Protection firefighters as they cannot penetrate the area immediately.

No casualties were reported and initial estimate of damages was placed at P2 million.

Martin Cui, chairman of Calatrava Coal Multi-Purpose Cooperative told NDB new boilers (in new coal-fired plants) can be fueled by low grade coal just like what is being mined in Calatrava.

"The old model (of boilers) requires high grade coal but new ones with high pressure boilers only require low grade. Existing coal-fired plants that are old require high grade coal. New models only require low grade in order to operate and produce power," Cui also said.

After seven years, it is finally moving again!

The townsite bill of Negros Occidental 1st District Rep. Julio Ledesma IV to declare 200 hectares in Salvador Benedicto (SalBen) as town site has passed the Committee on Natural Resources, according to Abang Lingkod Party-list Rep. Stephen Paduano.

Paduano told Negros Daily Bulletin that he has co- authored Ledesma’s bill.

Records provided by the office of Ledesma showed that his House Bill 4105 was filed in the House during the 14th Congress in 2007, 15th Congress in 2010 and in the 16th Congress in February this year.

Congressman Paduano said the bill will be forwarded to the plenary for third reading.

The bill failed to become a law in the 14th Congress as it was not acted upon by the Senate Committee on Environment chaired by then Senator Jamby Madrigal, and in the 15th Congress under Senator Loren Legarda.

"There is no reason that it cannot be passed now. SalBen is the only town in the Philippines without a town site," Paduano said.

Congressman Ledesma has maintained the 200 hectares originally sought, despite requests that it be expanded to 500 so it will not delay the process.

Status Quo Still Up Over Natural Park

The Protected Area Management Board (PAMB) of the North Negros Natural Park (NNNP) has retained the status quo order over the park.

At a meeting yesterday at the Social Hall of the Provincial Capitol attended by 41 of the 68 members of the PAMB, the body decided to postpone further discussion on the issue of illegal structures inside the NNNP.

Another meeting of the PAMB is set within October .

The Protected Area Management Board (PAMB) of the Northern Negros Natural Park (NNNP) yesterday voted against the recommendation of the Technical Working Group (TWG) to demolish the illegal structures found inside the park.

 

 

The PAMB chaired by Negros Occidental Governor Alfredo Marañon Jr. during yesterday’s special meeting voted 34 for those against the recommendation, 11 in favor and one abstained.

The meeting was attended by six of the 11 mayors covered by the NNNP, barangay captains, indigenous people, non-government organizations, the academe and the religious sectors.

Murcia Mayor Andrew Montelibano voted against the TWG recommendation, saying that while he accepts that there should be “no compromise on areas considered as strictly no-build zones, those at the multi-use zones should have 60 percent for reforestation and 40 percent for agri-tourism activities.”

Salvador Benedicto Mayor Jose Max Ortiz said he also voted against the measure as it will “economically cripple his town.”

“Instead there should be regulation so as not to compromise the town’s bio-diversity. The TWG recommendation will cause a lot of trouble if implemented,” Ortiz said.

Calatrava Mayor Araceli Somosa is also against it, citing the fact that her town is still in the process of formulating its own Forest Land Use Plan (FLUP) and majority of the sitios of two big barangays are located inside the NNNP.

Troops from the 62nd Infantry Battalion, 3rd Infantry Division, Philippine Army while conducting security operations discovered an abandoned New People’s Army (NPA) camp that can accommodate 60 personnel in Sitio Kinabong, Brgy Ig-mayaan, Don Salvador Benedicto, Negros Occidental at 3:15 P.M. on Wednesday November 12, 2014.

Lt. Col. Rommel Cordova, Commander of 62IB said that the discovered NPA camp was abandoned by the rebels few days ago.

A woman political instructor of the New People’s Army (NPA) and her companion were nabbed in a military checkpoint at Sitio Kinabong 3,Salvador Benedicto town Wednesday.

Col Jon Aying, 303rd Infantry Brigade commander identified them as Angelita Quinsina, "alias Bem", 27, of Brgy. Monteswerte, Carmen, Bohol; and Reman Manlanat, "Alias Kim", 17, of Brgy. Libertad, Escalante City.

The two members were flagged down in their motorcycle on their way to Bacolod City.

A resident of Don Salvador Benedicto was arrested for alleged possession of a hand grenade following a complaint against him for creating alarm about 5AM, Friday.

Brgy. Bago head Joselito Libre turned over to DSB police Junrey Lumanog, 32, of Sitio Agbalasyang after his neighbors complained that the subject was creating alarm and scandal while holding a hand grenade. He is detained and may face charges for violation of Republic Act (RA) 10591 or illegal possession of explosive.


300 Board Feet of ‘Bita’ Found Abandoned in SalBen

About 300 board feet of endemic tree locally called alstoria scholaris or ‘Bita’ were found abandoned by local residents Sunday night.

Elmo Amit, Environment and Natural Resources Officer of Salvador Benedicto (SalBen) town told Negros Daily Bulletin (NDB) yesterday that residents of Barangay Pandanon, in the town informed him Sunday that they have discovered about 300 board feet of the tree along the river already cut in 2x1, 4x8 and 2x8x10 lumber.

“These trees are good for making furniture,” Amit said.

BPAT Member Shot Dead in SalBen

A member of Barangay Peacekeeping Action Team (BPAT) in Barangay Igmayaan, Salvador Benedicto was shot dead by unidentified suspect past 10:00 am Saturday.

Police Senior Inspector Joel Batusbatusan, Salvador Benedicto PNP chief identified the victim as Johnny Toledano, legal age, of the barangay. He was talking to other residents when the suspect emerged from behind and shot him at close range.

He sustained fatal gunshot wounds in the head and body from a .45 caliber firearm based on the empty shells recovered by police operatives.

San Carlos Bioenergy Not Sleeping on Smell From Plant

The management of the first commercial ethanol distillery in Southeast Asia is “not sleeping on the issue of smell from its plant in Barangay Palampas, San Carlos City, Negros Occidental.

Nanette Abuan, plant human resource and administration manager and concurrent community relations officer of the San Carlos Bioenergy Inc.(SCBI) said the issue of the smell emanating from its plant in the city is “part of the distillation process or the extraction of alcohol from sugarcane.”

“The issue is just being magnified as our operations are in a commercial scale, “ Abuan told the Negros Daily Bulletin (NDB).

Abuan was reacting to a comment from the columnist of a San Carlos weekly newspaper claiming that SCBI management is “not doing anything to address the pollution of its plant.”

She pointed out that the issue stemmed from a “misconception about smell as it is subjective.”

“As in other distilling plants, the smell is not going to go away, “ she admitted adding that management is “educating the communities from which it operates.”

The management is enhancing its efforts to reduce the spread of the smell so it will not inconvenience the public, “Abuan said.

Old Man Burned Inside Makeshift House

A 66-year-old charcoal maker who was sleeping inside his makeshift house was burned to death. He was found by relatives at 3:00 am yesterday at Purok Tuburan, Barangay Pandanon, Salvador Benedicto.

Gregorio Caranay was beyond recognition when found by barangay officials and relatives.

The victim leaves his house every morning to oversee his charcoal located about two kilometers and stays there in the afternoon and goes home every 6:00 pm.

Last Monday, he went to the place again but failed to come home in the afternoon.
